Beyond the IWA: an interviewed with the CNT’s International Secretary: the New International Relaunch (1 of 2)

Discreetly, could be almost said in silence, an event that will have serious consequences for the future of the International Libertarian Movement is taking place: the reorganization of anarcho-syndicalism at the international level, at the initiative of the CNT.

Following its December 2015 XI Congress agreements [1], the CNT organized, together with the German FAU and the Italian USI, an International Conference of anarchist and anarcho-syndicalist organizations on 26-27 th November 2016, Bilbao. To know the objectives of this conference we [Noticias Amor y Rabia] have interviewed members of the CNT International Secretary Work Team in a conversation that tries to go to the bottom of the question, without dogmatism or myths.

THE BILBAO CONFERENCE AND A DISASTROUS COMMUNICATIVE POLICY

Noticias Amor y Rabia: For those of us who have been in the organization for decades, the CNT's decision to relaunch the AIT/IWA, and even more, the way to do it is a surprise: it is assumed that it is impossible to change it through a consensual agreement, and instead of withdrawl from IWA tries and create a new organization [that would be the organic way], CNT calls to "Refoundation the IWA" out of the organic channels.

The CNT change in its international strategy is the result of an agreement taken at the XI Congress, but for almost a whole year nothing has been heard, the information has been glaring by its absence.

This silence contrasts sharply with the informative activity of the IWA Secretary, which uses internet to accuse CNT, FAU and USI (90% of the AIT membership) of scisionist. At the same time those were not informed about the next IWA Congress in December 2016... Why this policy of communication, bordering on secrecy and delights of any good conspirator? Why do things get carried out in this way, giving arguments to the IWA Secretaryto act against organizations that form the vast majority of the militancy of the IWA?

CNT International Secretary: This may be the result of being the target of the unique, and therefore easily frenetic activity of the IWA Secretary and some of its sections. On the contrary, from CNT we have resisted to enter on dynamics of wasting time awnsering to "trolls" in the Internet forums and we preferred to focus on carrying out our project. In fact, the development of the agreements reached at the CNT XI Congress regarding to ​​IWA and internationalism has been an arduous task of contact with unions in other countries, attendance at Congresses of brother unions, such as FAU and USI among others, as well as an intense collaboration with these last two organizations in this matter.

We have come to assume that it was not worth to spend time from the many other constructive activities of the CNT to get trap answering accusations that the most of the time have no other basis than generate noise enough to make lose the sight of what is happening, and the logic is bring to a second plane. 

This is not happening just now, a lot of things that have been done in recent years and have become visible have been defamed and surrounded with lies, responding to certain attitude of some of the sections of the IWA and its secretary. In fact, much of the IWA's problems stem from this vigilant and censoring attitude, follow by some sections with a lack of real activity, with an exclusively digital existence, centered on the defamation of the positive developments of other syndical active sections.

Arrived at this point and seeing the negative effect that have had on social networks the lies that have been repeated a thousand times with the intention of turning them into truth, it is possible that our discretion has been one of the several mistakes we have made in this matter. Comrades in several countries have told us so. We are now aware of this, mayby we do not give it enough importance. However, we insist, ours is a commitment in the real world, union struggles at the workplace and not discussion forums or social networks. 

Finally, this is not the moment to enter to discuss the impact of Internet on the recent development of the libertarian and anarcho-syndical movement, but is enought to say that, often, there is a supposed purism that only subsists in the cristal mirror that is the digital world, without existence or relevance in the real world.

At times it has been tried to compare the situation with the cism that gave rise to CGT in spain, but this is something that we deny. In that case there were elements of dissension with the ideas that are not present here. That is, CGT was betting on a model that renounced anarcho-syndicalism. Whereas now it is a situation of paralysis that prevents the practical development at the international level of a truly anarcho-syndicalist model of implantation and growth. The problem is not the one of ideological differences, but of attitude and mood.

What is really regrettable is that this situation has escalated, due precisely to the vigilant and censorship attitude of which we spoke before and to the interference of the secretary in the inner affairs of the sections, reaching a situation of rupture we have.

THE IWA NAME 

Noticias Amor y Rabia: The agreement reached at the XI CNT Congress talks about the "re-founding of an international anarcho-syndicalism and revolutionary syndicalism" and a "New IWA", as well as preparing "a serie of conferences and contacts with those IWA sections interested in a process of International refounding". However, the call for the Bilbao Conference ends with ¡Viva La AIT! [Long life IWA!], despite the clear intention to leave this organization and create a new one. Why this fetishism with the acronym, especially when the agreement of the XI Congress qualifies the IWA as "inoperative"? Would not be better to start from zero, with a new name, instead of dragging out an expensive process of confrontation? Does the loss of the surname have legal consequences to CNT, or just sentimental?

CNT International Secretary : It may be so, but it is something we have not decided yet and will have to be clarified in a Congress to be call this coming year. The boast does not represent the will of the militants too well.

There are people who think that acronyms are just a dispensable fetish and others have it as an historical internationalism symbol that they do not want to give up just because a handful of people in some European countries have decided to take unfair advantage of the loopholes in the statutes to impose its destructive will. And we say destructive because it seems that for them to build our alternative and fight capitalism, churches and States is much more ungrateful.

Of course, keeping the acronym IWA or taking another will not have much to do with any legal consequence for the CNT. Our acronyms and identity are at safe, regardless if linked to the IWA or not. But as stated in the question, the Congress agreement is not definitive in this sense and this is therefore an open question that will decide the CNT affiliation in a Plenary and that will take shape in the Refoundation Congress, because we must count also with the opinion of the other organizations involved in the process.

THE SCISIONISTS SECTION OF THE IWA

Noticias Amor y Rabia: The decision of the CNT to rethink its international strategy and the Bilbao Conference have resulted in the immediate convocation of a "National Conference of Syndicates for the Re-Structuring of the CNT-AIT (25, 26 Of June)" [es] [en] and even another "CNT-AIT Congress" [es] in Benissa the past 5 and 6 of November. Nowadays, after some defederations (voluntary or expulsion) there are anarcho-syndicalist groups all over the peninsula, critics with the current direction of the CNT, especially in Galicia, Murcia and Levante. That is why the recent Benissa "Congress" seems more like an attempt to unify the several unions that or have been expelled or voluntarily left the CNT, and are trying to create a new organization that could be recognized as the IWA Spanish section.

In this way, fighting for the restructuring of international anarcho-syndicalism has the direct consequence of a new struggle for acronyms. In addition, the decision to refound the IWA was taken by a slight majority, and there are unions within CNT that do not agree with it, such as Granada, Puerto Real (these are not in CNT), Oviedo or Tarragona (these about to be defederated because they have not paid the quotes for some months), to name a few. Puerto Real for example, on 2016 November 10 call for a monographic general Assembly of Affiliates entitled "In Defense of the AIT." How do you expect to react to an hypothetical new conflict for acronyms? There is any danger of a new internal rupture in the CNT because of the IWA issue?

CNT International Secretary: We should start by putting all these statements in context in order to understand the answer to the final questions.

None of the unions cited (of those who are still in the CNT) went to the Congress of Zaragoza [where the refoundation was choosen] and did not send 'positions', so their disagreement is even less significant than those syndicates that did attend and voted against the agreement, and this didn't meant that they left the organization. 

In addition, we have to add that both the votes the one of the majority as well as the vote of particulars from the international commission that took place at the XI Congress differed only in one question: when to launch the whole process of "refounding the IWA."

<<THE "CONGRESS" TO CREATE A NEW "CNT-AIT": The meeting of a handful of defederated syndicates celebrated in Benissa (4, 5 and 6 of November of 2016) was a smokescreen, since neither took decisions, nor created a new organization with its own statutes.

It is also curious that a couple of years ago a document  with precisely that same name  ("In Defense of the AIT") was put on circulation with the intention of looking for supporters, and its only incidende was to make a fool. 

Among the arguments to ensure that the CNT was self-destructing was the one that said that Noam Chomsky (among others) was one of the intellectual leaders responsible for our "reformist" drift. 

Anecdotes aside, we are talking about a very few bunch of people in a few places, yes, talking bombastically. But nothing else. Neither syndical  nor social reality, but rather virtual, because the computer screen is what is best given to them. 

Our reaction to anyone who tries to usurp the acronyms we carry with pride is not going to be a threat but a forceful response, as we did in the day with the CGT.

These groups have long tried to play the trick of a false ideological purism, in the absence of their own trade union achievements, to criticize the developments of the anarcho-syndicalist model that has raised CNT in recent years. It is not surprising that their membership and number decrease over time. In front of their null reality, they have start play the card of the IWA recognition to ensure their subsistence, since their ability to act is non-existent, and they know that time plays against them. In fact, it is necessary to interpret the meeting of Benissa in the light of this bet. It is not surprising that they had to hold their supposed congress in two parts.
<<ARTIFICIAL MAJORITIES - The 26th IWA Congress picture (Warsaw, December 2-4, 2016): 6 newly created organizations with a total of approximately 325 affiliates, some of them microscopics, expel 4 organizations that helped found the IWA, with 7,100 affiliates.

In the absence of concrete preparations and proposals, and facing the inminence of the IWA Congress at Warsaw, a grotesque meeting was held with no other purpose than to build an organization skeleton to present to the IWA, even if it has a completely lacking of content beyond some high-sounding statements about the supposed reformist drift of CNT, such as we have heard since many years ago, without substantiated anything concrete. After the expulsion of CNT from the IWA at the Warsaw Congress, this is the new Spanish section of the IWA: an organization that has not even been established, without statutes, without organic regulations, etc... There is no doubt that it is a sad end for the IWA.

However, this dinamyc, more important tham for CNT, as it lacks of fundamentes, is relevant to understand how the IWA has arrived to the current situation.

For some time now, the attitude of the current secretary and some sections of the IWA (especially KRAS, Russia) has been to prompt and encourage this brake down. Not in vain KRAS has done several announcements in which they welcome and celebrate this development of facts. Meanwhile the secretary of the IWA has maintained a direct contact with the CNT-Levante defederates, from which comes the initiative of Benissa Congress. Even circulating Levante Documents to the rest of the sections of the IWA through the mailing list. All this as the same time that CNT-spain remained as the official IWA spanish section.

This injerence in the internal affairs of a section constitutes a flagrant violation of the most basic associative pact, in view of which, any call to respect the common agreements lacks of foundation and verisimilitude, especially when the decision-making situation in the IWA is as has already been discussed.

In view of all this, it should be not surprise that is reached a situation of total rupture inside the IWA.

RELATIONSHIP WITH THE IWA

Noticias Amor y Rabia: Whatever happens in the future, the truth is that the CNT, the FAU and the USI have passed the Rubicon, and the rupture within the IWA is a fact.

A probable future scenario is that in wich the British Solidarity Federation 'Solfed' will become the most important section of the IWA, while the weight in decision-making would move to Eastern Europe countries, where are set the large number of sections with voting rights in congresses, but with a lacking of the minimal social influence.

An example of the situation that would have to face the IWA in future is the financing of the secretary activities, which nowaday spends 1,000 € per year only in photocopies; The ZSP, the Polish section currently in charge of the secretary, only pays € 100 a year despite being the largest section of the AIT in Eastern Europe. Only with the CNT disissal means for the IWA the loss of an annual income of € 30,000, so the march of 90% of the current militancy will turn the IWA into a purely testimonial and completely inoperative organization, lacking of a source of funding for its propaganda and international activities.

This situation will undoubtedly be the source of growing tensions between an marginalized in decision making SF, but still responsible for carrying on with the burden of financing the remains of IWA and the rest of sections. It is even possible to imagine that SF and some other section would rethinking its international strategy, so maintaining a communication channel would be crucial for the future.

Unfortunately, from the experience of the CNT/CGT scission it is easy to guess that the cut in relations between the now facing sectors in the IWA could finish in a total break up. Has been discussed about the relationship of the New International that CNT, FAU and USI intend to launch with the current IWA? Will it seek to maintain contact with the IWA secretary and its sections?

CNT International Secretary: It is not that the weight of decisions will move east, but that is the reality of the recent years that has led us to the situation we are now in. Of course, the decision is now on the SF and only they know if they are willing to put up with what we have suffer. But with the situation at what we have arrived, we believe that with the attitude of the Polish Secretary, or whoever that takes its place along the same lines, will veto any possible relationship of any section of its international (if it survives) with ours.

We in principle have no problem working together with other syndicates from other countries to win the conflicts that arise in the field of companies or state repression, since we do not lose sight on the fact that our enemy are not the workers even those who we hold the greatest discrepancies, but capitalists and their lackey bureaucrats.

In any case, the real risk that threatens the IWA in the near future has more to do with its internal drift than with financing, since thanks to the quotes paid by the expelled sections for years, the International has a financial statement more than healthy. In the absence of activity in the real world, the illusion of purism can only be kept living in a permanent witch hunt. That is how all kind of organizations that keeps this attitude end up devouring themselves.

In this sense, returning to the question, the obvious target of the supposed 'purists' will be the SF, since, having refused to establish itself as a union, all its militants hold a double affiliation to the official majoritarian unions, becoming representatives of these in their working centres, (which, on the other hand, speaks clerly about the purported purists motivations, who preferred to ignore this fact and focus on a conflict with CNT, based on fictitious accusations). We may venture that the witch-hunt will not be long in focusing on aspects such this, which can make the remain of SF in the IWA really uncomfortable indeed.

RISK OF FAILURE

Noticias Amor y Rabia: The CNT decision of propose reorganize the international anarcho-syndicalism is the answer to a serie of unending conflicts within the IWA. The agreement of the XI Congress states that the refoundation of the IWA is carried out because it is "inoperative" and because of its a "major internal crisis, which erupted with the expulsion of its German section, the FAU". This is an irony of history, since the expulsion of FAU was due in the most part at the CNT initiative, and especially this of García Rúa, former general secretary of CNT-IWA and the IWA, as we have exposed in a extense article In the previous number of Prisma magazine (first part HERE, second part HERE).

However, instead of calling to prudence, to amend the mistakes of the past, it was decided to take a drastic measure and break down with the relationship. In fact, the CNT agreement seems more as reaction to solve a problem than an action to promote anarcho-syndicalism.

The IWA paralysis was due to the lack of agreement on the various strategies adopted by the CNT, FAU and USI to carry out a strategy of syndical action in the anarcho-syndicalist way adapted to their respective specifities of action. These debates provoked clashes between the various sections and have led to the current destabilization of the IWA, by accepting that sections without real existence had a decisive weight on the organization's progress.

Therefore, the organizational change that is intended to carry out now ends with that decision-making system that deforms the reality as decision are taken by a tiny minority of the organization. But fact this does not change the fundamental problem: the necessary balance between the independence of the Sections and their obligation to respect the principles, tactics and goals that define the federal pact of the new organization. Has this issue been addressed by the CNT, FAU and USI by defining how to reorganize the international anarcho-syndicalism? What consequences would it have if you failed to create a new International?

CNT International Secretary: Of course we must recognize that the step that has been taken has obviously been a reaction to a strangulation of the sections with the vast majority of affiliation, but it also follows a strategy of promoting anarcho-syndicalism at the international level.

We arrived to the point in wich it was evident that the reality of the International made impossible the necessary promotion of the libertarian vision to combat exploitation, so the first step to globally relaunch anarcho-syndicalism was to break with the inertia we have being dragged for years based in many cases on Myths. The exclusive dedication to the control of others and the constant sermon of a handful of sections made impossible to generate the dialigue enviroment to re-speak about the ever more necessary international solidarity and about the challenges that the workers face in a global scenario where we can hear again the old syren chants of fascism.


Although it is something recurrent in this interview but I think it has to be clear enought what are we speaking [the decision-making system] and it is that we are talking about that KRAS (Russia) or Slovakia, quoting each for less than 10 affiliates, have the same representation in the International that the Spanish CNT with about 5000 affiliates. Neither the size of the country, nor relative to the population, nor the repression, nor the anarchist tradition justified (as they have done at times) that for more than 20 years they are in these same conditions of stagnation if not for the attitude of those who grab to the acronyms of the international in those countries; some old knowns. With the shared position of 6 countries with similar realities the majority decision making in the International has been in their hands [for more tham 20 years].

These realities contrast with those of the one that have always been in the spotlight as it has been USI, FAU and CNT with more affiliates than the rest of the world together.

To have another point of view, we are talking about a Sections with 20 times larger membership numbers tham the Sections of 6 countries together, some of them from smaller countries and another one covering two continents, that is subject to decisions, control and the threat of these.

Regarding to the principles, tactics and goals I think that people have a lot more respect for the agreements they accept than it may seem at first glance. The problem with the faults in this sense comes when you are aware that what looks like a serious organization is in reality a bad taste joke and you are the object of laughter. There have been many shortcomings to the agreements, to the point to ensure that we consider that the current secretary and some sections have effectively breached the associative pact long time ago.

As already mentioned and without going further, there are sections that, before the CNT expulsion from the IWA, have publicly recognized other groups as the Spanish section of the IWA.

Possibly we could pull back the chain of irregularities and we would find ourselves with in the times when the Rúa Secretariat warn about a parallel international with the SAC and the CGT, that never happened, and the use of this speech to attack to the FAU and USI.

In that sense, it is true that the current internal situation of the IWA stems largely from the mistakes made by the CNT years ago, but it is also true that given the situation in which our organization was at that times, it is understandable that this happend. Precisely, the CNT's change of approach, from a defensive and enclosed on itself strategy, without a project beyond the reports of the prevailing syndical model, to the current one, in which we face a stage of growth and openness, with an own, [unique] and effective syndical model, explains in the most part why CNT needs another kind of international coordination, which can not be given in the current IWA.

By all this I mean that when people is taken into account, is respected, work conditions are created and efforts are focused on the real enemy looking outward rather than inwardly, conflicts with internal normative tend to lesser or even disappear.

<<FULFILLING THE AGREEMENTS OF THE XI CNT CONGRESS: The CNT's highest decision-making body, a Congress, decided [es,en] to organize an International Conference to promote the Relaunch of the IWA.

The consequences of failing can not be very serious because we start from Zero, that is, The International does not exist 'de facto'.

If we compare the societies in which we live, the influence or even the existence of the IWA disappears when we stop reading certain Internet forums. In order for us to be considered as a useful reality in defens of the interests of internationally exploited workers, we must try to get out of the trap we are in, and that is exactly what we are doing now without any sense of fear to fail. The current situation is the proper failure.

However, it is true that is not easy to outline an international organization that avoids all the mistakes of the past, while achieving a frictionless operativity. It will require a good dose of work and will. Ultimately it will much depend on the participating organizations to know how to endow it with practical content, common projects, to ensure effective solidarity.

In this way, the discussion will move from the formal and organizational aspects to the practical issues, where unfounded confrontations are less likely to arise, despite the differences that may occur, of course. But because of that, because we want to do it well, CNT, USI and FAU have decided to handle wide times and not enter in meaningless competitions with anyone.

There is, no doubt, the risk of repeating past mistakes, but also the firm will to avoid them.

Explaining The Anarchy and our 200 years Struggle against Elites

When we talk to those unfamiliar with  the political or even hostile to anarchism people do not matter that you spread to the seven winds that anarchy is not chaos or that you can organize without leaders. Whether you explain that there are many different ways of democracy and they have just opted for the parliamentary one. Do not matter that you prove that can be organization without government or states, that companies organize social work and their owners are just rentiers. People do not see it. Do not make the idea, they do not imagine not conceive. They only repeat what they hear from the media, cantine or work vox populi. Layer upon layer of prejudices are mounted one above the other like a pie. A cake that we will have to eat if you do not give a proper answer.

For these people  the definitions or abstract concepts are not worth, so we have to make an educational effort with examples and simple explanations to open the door to thinking. Small changes of meaning can be the key to transmit the idea.

Anarchist: The Enemies of Elites

S.XIX Socialism pointed to 'the Capitalist' as the Enemy, the one that exploits desposed people and force them to work for their livelihood, and so that extract its surplus and  benefit that bring him to enjoy privileges such as time and luxuries. His weapon were the 'Private Property' and violence. It became clear that for a society to prosper without destroying itself should be based in distribution and not in concentration.

Anarchists went further and realized that even among the dispossessed, even without capital, there are people who organize to take advantage of the human condition, self-privileged groups that have nothing to envy the powers of capital. They feel superior, act as superiors. Therefore our serfdom is not as much a question of money but of Power. All these privileged people who are organized to parasitate is call them whole Elites. The story of anarchy is a history of struggle against the elites, internal and external.

It can be understand that there is a battle between anarchy and all other political trends, and it is because there is an ancient battle between the people against the elites, at all levels, and in all political, economical and social places. There are many differences between Anarchism and all the res of political forms. All them look similar to anarchist because all they reproduce the same hierarchical patern, the Business model.

'Ark-on' against 'An-Ark'. The etymology places us as historical antagonists of Elites. In Greece, the ruler was called Archon, the 'Arj-on', who has the force, that who uses the force. With it they can fulfill their will, be it benign or malignant, acclaimed or infamous. 2000 years later Anarchists were organized, those fighting the Archons.

We have found ways to organize without elites and we actively practice them. To Combat without transform into what we reject. The basics to understand our organization is that in our quest for Equality Anarchy is not order by precepts, laws, rules, commands or orders, but by voluntarily accepted Principles. The most important among them are: Self-Management, Direct Action and Mutual Support.

Anarchy does not menas 'No Strenght', but 'Not to Force': 'Agaisnt Coertion'

Whether the concept of 'Anarchy' although successful presents some problems: 'An-Arje' means literally 'No force'. But there is strength in Anarchy, constructive as destructive. Perhaps a more accurate approximation would be 'Not to Force'. So 'An-' prefix can also be understood as 'against': 'Against the Use of Force'. Against Coertion.

In any case we are talking about Mutual Support, Solidarity, one of the foundations of Anarchy. It is the opposite of coercion and charity. Involves negotiated agreements, pact, consens, no imposition. And above all Reciprocity, the need to correspond, the need for each one voluntarily to accept its responsibility, beginning with each member of the group and following with the organizations. Our system does not work without Reciprocity.

We live in a 'state of law' governed by coercive laws as fundamental guiding principle established by elites, and defended by armies. There is no 'Social Contract' as Rousseau said, no one but the legislator or dictator chooses the law, a covenant of elites. It is the coertion of institutionalized violence. Could be some righteous law, of course, such as those governing them 'natural laws', but they are always imposed by definition, and therefore contrary to our spirit of Concordia. The 'State of Law' is the antagonist to the 'Anarchist Confederation'.

'Not to Obligate' is not the same as 'No Obligation'

'Anarchy' can not be really understand  as synonym of 'No Obligation', as the agreements reached must be respected, the group will ask you to act according to your declared intentions. You are not obligated by coercion, but by voluntary conviction to respect the agreements taken by you, and therefore you can be ask for responsibilities. You can act without 'being forced to compromise' but once committed no matters if you call it duty, obligation or will, there is a real due. That's the Responsibility.

Anarchy is not 'Lack of Power', is 'Against the Power' of a few. Against the elites

In Anarchy, unlike many philosophers and thinkers say, there is power, there is capacity, there is will and direction, decision, conflict of interest, reason and brute force to be channeled. Power in Anarchy is simply different to the hierarchical force to which all we are used to, that is, monarchy or oligarchy with lucky. It is the product of the synergy of its members and their collective cooperation. It is the result of combining the basic principles of Anarchism. It is hard to imagine for those who have not experienced.

The key word is Will. It is our will to distribute and share power, respect and support, so the power seems to disappear.

From the will for distribute, the distributed power, the decision of all, emanates the Social Will, something not seen in the capitalist system as is covered by the alienation mechanisms set by the elites, the Will of the Elites, the oligarchies. "Society does not exist, only individuals' said Margaret Thatcher.

'Political Companies' against 'Peer Assemblies'

The State powers are divided into three branches, executive, legislative and judicial, but each is hierarchically governed according to the Business Model. And this in the military way. Command and control: the Chief orders and decides, subordinates obey. Business model triumphed in military elites, creates elites. There is no difference between how to manage a corporation and how do the various parties or the branches of government. Right or wrong, fair or not, hierarchies creates elites and can not not to create them. They are elites iself. Which by own dynamics have different interest from those who claim to represent. We Anarchist strive every day to dissolve the power we have.

This Business model is a shortsighted, forgetful, interested power. It allows rapid adaptation to the circumstances, which is appreciated, but also infinite privileges, abuse and impunity and a lack of strategy and long-term responsibility that is simply harmful and leads to fatal mistakes. Blind obedience, will denial, Inequality, Individualism, Privilege, Legality without justice. They are therefore despised.

The Assambleary model is a medium to long term power, with lots of memory but massive and difficult to articulate. It is slow and being so controlled process is full of interruptions which leads to despair of its members. But it is assertive, inclusive and distributive, which leads to decisions with perspective and overall satisfaction. Freedom, equality, fraternity. Therefore it is desired.

Anarchy is not 'Ungoverned' is 'No Governors', without elites

Anarchy leads to 'pilotless boat' chaos, 'no one at the wheel'. In effect Government comes from the greek 'Kubernei' and means 'boat pilot'.

Is the government of the Horizontal Assemblies of Neighbors and workers. A power voluntarily diluted that requires constant cooperation and opposition. 'The boat sails, but differently guide' because it is a different system. There are is Government but is there is not, it seems more a lexicon that factual problem.

The system is simply different.

Anarchy is not 'Anti-Institutions' but 'Anti-elites'

The society in which we move is complex enough to understand that there are highly specialized or specific tasks that can not be developed without some previous knowledge, without preparation and organization crystallized in the  Institutions. But this does not mean that have to organize creating elites and granting privileges.

Institutions are Public or Private Companis, following the Business Model. The problem of the Institutions is easy to understand, because in the capitalist world are inefficient nepotism wells that serve the purposes of political patronage powers, being an extension of power and business.
- Public Offices are used as Gifts and Rewards.
- Contracts are bidirectional favorours and commissions.
- Services are a sub product of the Tax sisitem that extract the capital from the workers.

Make no mistake, Everything revolves around taxes, the way to squeeze the cityzens. We have to pay thousands of unwanted services in the way that there are thousands of meaningless laws. Companies whose sole purpose is profit, which gives an idea of ​​what a public service can offer. It is funny, when the administration has no founds services are closed, but executives and contracts remain, incurring in debts before stop paying these gifts to their clients.

It is our duty to break the Chain of Favours that connect politic and capitalist economy if we are to change our destiny. Luckily it is a chain with many links, many customers, many of them weak. They those favored, although they lived in squalor, would voluntarily obey the elites and will be always oppose to Equality and Justice. They do not know Solidarity, but Charity of the elites who extort them until they meet their willingness to maintain their privileges. We do not see another choice but to free them or avoid their interference.

Kurdish , Azeri, Turkish, Dutch, Croatian, Portuguese, American, New Zealand, Cuban, Dominican, Salvadoran and Venezuela anarchists realities have participated enriching the four days.

The times of collective discussion alternated with small groups workshops, to ease the confrontation and debate between present realities.

Coordinate the struggles and experiences, confront the international macro-process who looks enworsening in everyway from environmental conditions of life to the exploited classes work, in addition to the continuous reduction of the spaces of freedom together with the set of increasingly imposed policies by authoritarian governments and states, have been the focus of discussions and laboratories of Congress.

We have lacked spaces to compare experiences, to project and develop common campaigns against militarism, repression, patriarchy, solidarity and migrants support.

We will experience the success of these campaigns only over time and fight, but the fact of meeting and coordinate between geographically distant realities has already strengthened and enriched the experience we are carrying out on a local or national level.

The struggle for freedom and anarchy does not stop.

The Union Section of CNT trought the 'Department of Territory and Sustainability of the Catalonian Generalitat' [regional government agency] has managed, after 6 years in conflict, to the ban the contract of 'Informática El Corte Inglés' (IECISA) by the public sector for 3 years. This prohibition, enacted by 'Work Inspection' also affects 2 filian companies, Serikat and Cast-Info, and covers contracts and subcontracts with Local, Regional and National Administrations in any member State of the European Union.

To remember that the three companies and the same Catalonian Generalitat were sentenced in 2013, with a final judgment in 2015, for illegal move of workers and null dismissal due to the vulneration of Fundamental Rights (freedom of association, right to strike and right to judical protection). These facts are considered as Very Serious infringements and reason for disqualification under the 'Act on Public Sector Contracts'.

These 3 companies, whose anti-worker and abusive practices are widely known in the tecnology industry, and allied with the political mafia, have spent years looting the Public Coffers. Once again it shows that State and Employers go hand in hand with the aim to enrich at the expense of the Worker.

During the conflict ECI tried to buy the comrades with insulting amounts of money, them were move and finally fired away without even paying the current on course. After the judical sentence to reincorporate to work in 2013, the Human Resources dept decided to deny access to their workplace, paying payroll without going to work for 2 years, since the company is not interested in workers who defend their dignity. Nevertheless, they still stood, facing down the outsourcing mafias and their lackeys in the Administration.

All unpleasent happened to the companions and all the time invested, have been worthwhile as the beating that means for ICA not work for 3 years for the public sector will remind for long time the labor dispute with the CNT. And that is becouse the most of the 700 million euros annual billing by IECISA came from public contracts. Hundreds of millions of euros of losses because of their arrogance in believing that three precariuso could never face them. Now they loose the cushy contracts. At least for 3 years these parasites will not get rich from the public money and we have been able to demonstrate the profound contempt we feel for all of them. We've made a deep wound and we still dream to completely finish them.

Self-Government in Nochixtlan: Interview with two Citizens Committee members. Victory!

Rojava is not alone, is not the only place where the autonomous areas are blooming. Nochixtlan, although not explicitly, is organized in the pure libertarian style in syntoni with the theoric Democratic Confederalism. Located in Oaxaca, Mexico, for many reasons and many years has beeng the desperation of the Masters, has been a political instability focus, where popular organization flourishes and narcos are repeatedly expell out. On June 19, 2016 there was a local government and police abandonment in Nochixtlan followed by an a militar assault from the side of the DC Federal Government forces. The people rejected and humiliated them out. Since them the town of about 13,300 citizens lives in a situation of Self-Government, creating its own political and social structures. While its clearly observed a rupture with the political model can be seen a continuity with the economic and social standard. Despite the stampede of politicians and law enforcement, the economic powers remain intact. Comrades, be aware of their conspiracies! With them, we go back on the events of last June 19, the planned act of terror, the flight of the municipal authorities, the burning of the Municipal Palace, the establishment of a People's Assembly with the election of Districts Representatives and the current "psychological warfare" created by several disturbing elements, including the local preacher, that are sowing discord to facilitate the return of the former municipal and police authorities.

Q- How would you define the values ​​that gather the peoples of the region as Mixtec and what these values ​​allow you in a matter of resistance and social organization?

Suzana: Nochixtlan is considered as a people with deeply rooted traditions and customs. Personally, I believe that one of the main values ​​that unite us as a people is the Mutual Fraternity. By origins, it is considered that our ancestors were very warlike and over the time this bellicosity has been transformed into a kind of tranquility. But at the time you want to step above this values ​​and origins, rise again the people we have of root and blood, we will not bow to anyone or let walk all over us. We are an honest and quiet but not submissive people.

Nochixtlan now rises again in a stage of metamorphosis because that cocoon in which it has lock up itself has been attacked, that tranquility in quotes, so resurfaces the root bellicosity of the people. I believe that this will keep moving forward in the sense that, for the same reason that Nochixtlan is taking up this attitude, could be call of "sleeping", now we see people intend to demonstrate and demand, not beg, what It corresponds as a People.

Sergio: The Mixtecs is a warrior People, have always fought and continue fighting for a groove, for a meter or for land boundaries. Now unconsciously resurfaces the adrenaline against the impotence of a government that does not listen and does not do things up for people. We protest because everything is a fallacy. They tell us: "today we will make a reform and will lower the prize of the gasoline, will lower the gas, will drop everything" but finally happens the opposite.

Q- What kind of broader interests have interfere with this union and, for you, what state forces came this June 19?

Sergio: That's a global issue and it is clear that there are larger interests. Mexico belongs to the OECD (Organisation for Economic Co-operation and Development) and obviously since Salinas [former Primer Minister] began to insert the country into this scheme, they want Mexico to be standardized at international level when really Mexico is not a developed country and follow through is still appart as is unable to compete with these countries. Our culture, our customs, our way of life is different. It is no longer a single teacher and educational reform problem but a social and deeper problem.

For many, this thinking is far from this vision because their thinking is the television one, the one the government sells. The government gives some concessions to make people not think and instead to be narrow mind, and that's what keep them submissive and still thinking that the government is doing far well. That's the problem. The government gave some concessions to the teachers and used them, exploit them, but lately as teachers get free and learned to fight, the situation become like seen and happened to us in Oaxaca and Mexico.

Suzana: I think it is a government's strategy. They had plans to attacks Chiapas but knowing that there would also have deal with drug lords, decided to attack Nochixtlan instead which has the reputation of being a very quiet village. Wanting to submit and impose the idea that they will prevail, they tought that here would be no answer. They never expected such rebellion in Nochixtlan.

Now, entrepreneurs come together [organizing protest against popular mobilization because of their economical lost] but in reality they do not lose much because the losers are the employees, not them. They say that they will stop paying taxes but: Who are the entrepreneurs? Who is going to take the money? That is why I say that is a government strategy: political and economic interests are the one moving around despite they said that are "others". I think it's the money question what is trying to avoid here, and unfortunately envolved us nochixtecans. But as I say, now that flaw left them backfired.

Q. Can you tell us as witness your version of the events that occurred  of June 19 [the day of the policial assault to the town]?

Sergio: I came up because I heard the bells of the church, and when church bells are rung in a village is an alert call. Given this warning I went close to the hospital and I found my friends, my people, my neighbors, and I saw the face of repression ... I can show you the [smoke] bombs they throw and that obviously suffocate the people, they could see nothing.

We join together to counter the attack of the Federal Police and obviously we had nothing but stones, sticks and whatever we found. We repel them blowing stones. Later, and because they brought a lot of equipment, they get into the hospital, they took it and prevented people to be attended. Once they ran out of bombs they retract, we make them fell back to the river stone throwing, where the bridge is. Then they reloaded. An helicopter filled with bombs came to supply them so they re-deploy again. It was a seesaw.

I remember there was a truck for chickens and a teacher's car parked and at the time they arrived, the police themselves set them fire, to averything that came to their pass they set fire. It is at that moment, when the [burning] smoke started and they initiate shooting guns. At the beginning we did not realize because we were stuck still where there was shooting but we saw people falling on the other side of the street. Some people said that they started shooting from a few hotels belonging to people of the same political line [the mayor's line]. The feds set there a day earlier.

So because of this I say that this was planned and that should be an only responsible. It is this matter, justice, what the government does not want to address or direct to.

Now all the media say that there are only wounded in the police but not citizens. There is also no subversive groups in Nochixtlan, was the people itself who answered here. Yes countrymen came from surrounding villages to support but they only came at the end of the events, to repel the police. The vast majority were we, the people itself .

P- Once the police withdraw, What were the popular mechanisms that led to acts of spontaneous reproof against Juquila hotel, the City Hall and the former Nochixtlan mayor ranch?

Sergio: I think it was the rage and wrath of the people, because when you see that this place has fallen [under policial control], who are shooting, and the authority, rather than help, leaks and does not reappear, of course that all you think brings you to take a decision of this kind, like burning the palace, because when you see your people dead or wounded, the wrath and adrenaline do that happen.

People said that soon after the same municipal employees were there to emptied and burned municipality facilities to erase all evidence. They finished burning everything because maybe they was interested in cover up some proofs. They were not entirely the only but otherwise I imagine that there was looting and later others completed the burn. It is the year they call "of Gentleman" and here, unfortunately, is a chiefdom. Never nothing has being clarified, [the goberment] has never reported what was doing, how much money was entering, how it was spent, and there is no transparency in government, those are the interests that might cause all that.

Suzana: About the ranch, at the end there was no such burning because people did not even get to that place and also the ranch was unoccupied. Animals, deer, horses, peacocks and others -because they like hunting a lot- were not even there, and had been removed and taken to another ranch that is over here. The ranch manager said that he torched different areas around, which gave the impression that the ranch was on fire but it was nothing like that. If people had wanted to attack the mayor, he was closer at his mother's house [not at the ranch], but it was never the intention.

I believe these events occurred more by impotence and rage of people, because it is not really a town of armed people. Normally, no one has pistols at home. People came in support for teachers.

Q- What were the events that led the municipal authorities to flight ?

Suzana: I think they already knowed what was going to happen because inexplicably disappeared before the events and never appear again, nobody kick them out. In the case of the mayor, not only him but his whole family, from mother, wife, to brothers, that were not attacked. That's what pointed him more as guilty. I do not know if the Federal Government strategically, perhaps, made a covenant with him: "How much I have give you to betray your people?". [The Mayor] is still absent of his responsibilities since then, but continues on duty because he has not been suspended, so he keeps taking his salary. It is very surreal situation the one we live in Nochixtlán, no governance but remain payments.

The people had a totally lacked presence of government at the time of attack, and then they re-emerging one by one, even two by two, the Finance Adviser and Roads Director, who participated against the people. For example, the Finance Adviser was throwing Molotov cocktails against teachers. They were going to lynch him at the hospital but other Adviser who knew the people interceded, and thanks to that, he could escaped. He was gone for more than a month and a half. Now he rise again as if nothing had happened, he really believed we have a lack of capacity to retain history in our minds.

Sergio: The Local police was absence at all the times, even more they stop the ambulances evoiding them to give service to the wounded. The municipality did not support at all to his own people.

Q- How was the process of constitution of the Popular Assembly that brought to its self designation?

Sergio: It happened on June 23, about five days after 19 [massacre day]. Simplest people just assist to a town  meeting, so they cast a call, they made a loud speaker and gather all the people, about 2000 came, don't know if by curiosity or morbidity. Even there many tried to lead, perhaps those who wanted to take the control of this movement. They decided to no longer recognize the authorities for his absence and said "Let's appoint a representative committee of the town to get in charge of giving solution to the issue as a mediator. Let's elect representatives by district". Then they gathered by neighborhoods and appointed their representatives. I was elected the other day because this day there were absent the most of my neighbors. They sat in the chapel and named us during a popular representative assembly. They proposed us because they believe that we are clean people in this regard. In fact if you investigate Mrs. Suzana, she is a servant that never has had any public office or even a criticic for doing something wrong, we all are people of integrity.

Personally I have participate in a party, I had to admit, but I gained respect, everybody knows I am brave and in this way you're changing the world and intervening [in the social process]. In my ranch [distric], people came with a huge buckground of corruption but this time I went and told them: "Wait a moment, who wants to vote has to think twice, and who wants to propose something has to think twice, because is the future of this town what is on play here. In second term I mean that the one to be candidate must have a moral quality, has to have full transparency and has to be trustworthiness to be candidate." We popped in this dynamic and at the end things come together. Normally people came and all raised their hands, imposing, wanting, but when they all stopped [to reflect] there were few appointees, I believe that thanks to a sense of responsibility.

As we were already working on the issue and we had the president moving around, demanding, demanding, demanding him to comply with its transparency, with honesty, and so that things were happening.

I almost not speak in the assamblies, rarely intervene, and even sometimes some colleagues don't let me talk, and Doña Suzana the same, but is also a job that I maybe have being doing for more than 18 years. It is not a coincidence that they appoint us, you have to be smart and you have to stand up. It is a work of resistance, and sustainable will always be sustainable. In that respect we have been driving, and we have not be won politically. In the assemblies you realize that nobody argue that is simply because we are honest people. So we feel very calm.

Suzana: Most of the named accepted at the time they were appointed but soon after the first committee was formed it disintegrated. I am part of the current committee appointed to replace those who left. I think I was named because I wanted to participate at his moment and for personal conviction. With the rest is the same: united by the same ideological connection and a common sense for the best interest of Nochixtlan.

Q- What are your primary goals and short-term political way as committee members?

Sergio: We will continue until the issue in matter will be clarified and that can be summarized in three parts:
- First it is the attention to the Wounded, something is already on the way as Human Rights took up the matter and a Civil Association was created.
- On the other hand there is the issue of Justice in which nothing has been done. No offender identified, nobody, not material or intellectual. I believe the issue is there because there are facts and evidence, and the truth should be known. If there is Justice there is also transparency but if there is no Justice we will know nothing.
- The point number three, which is the one in which we are moving and fighting now, is obviously linked to the first: assist to the fallen and wounded and compensated them with international standards, as we ask for a number of requests, infrastructure, labor supply and development we want for Nochixtlan. That's what we're looking for.

We're talking internally to have a better organization, but unfortunately few people is interested in the development of Nochixtlan or simply afraid of retaliation. We were a lot in the beginning and had many of the PRI [Partido Revolucionario Independiente, traditional left party] but because they were relatives of the former president, when the people began to demand Justice they fear to demostrate and did not had the civil courage to face him. However we are concerned that fear is playing its political roll and, at the given moment, the people could leave us, I say clear. Maybe it will not but the worst thing the government can do is divide us so the people can leave us alone.

We will reach to the deepest and we will demand the government to guarantee our safety because we do not know if the resentment of these people can harm us. We also have family but we are not afraid, but we take care because we are determined people. It has been shown that in the world only few people have made changes and not trought the parties but trught the people and their determination to change things. So we are few but very aware.

Even thought we will continue to the end because we are nochixtecans, we are concerned for what happens here and above all we care about the future of our children, for they do not re-live this kind of events again. It is not a petty issue but a question of ideals. With or without represents, I believe that only by conviction we will always fight for development, to have freedom, dignity and a better life, but I also believe that we fight for other people who do not have the courage to speak and express themselves. We are people who come from the culture of effort and is no strange to us to fight for what belongs to us. Normally here in the committee we are all professionals and that's one of the things that drives us. I have a job and have to look for it every day, but we have this commitment to do things right and give us time for everything just because we would like to eliminated the parties in Nochixtlan.

Suzana: The requirement of nochixtlan people is monetary compensation justice, and right rightnow there is no other way. The government has to integraly cover the costs of the debts [left by the former local goberment and policial assault], compensate to the relatives of the dead and give the integral part to the wounded. We are human beings, but they came here to kill us as if we were grasshoppers or bugs. How much is that little money that only can cover the minimal required needs to assist the wounded? It's nothing for them, but it is the political game of a government that is truly evil. We support all actions taken in the legal way but practically is not our duty because that's why the Civil Justice Association of Wounded was settled for.

We walk on the outside in making the infrastructure work and in this way we try to benefit our people, the citizens. All the necessary paperwork to the make the Masters desappear has being done but is a long legal process. Our interest is to create something permanent, an infrastructure that allows both real social and cultural or economic change in the village.

Perhaps is avail with the spilled blood, I think it is necessary to honor the fallen, that this bloodshed was not in vain and will always remain in the minds of the people and the new generations to come. We must give thanks to whom sacrifice and we will continue assuming to the last consecuences.

We will touch all the necessary doors with the desire for a different development, a new rebirth of Nochixtlan. That's the only thing that moves us committee members in common. If we can not do it together I personally think we will do by our own. Our ideals are not finished here and each one has fought in past independently and in different ways to see a different Nochixtlan. And it is because  of the possession of conscience, because we are not move by any power or economical interest.

Fortunately what we have now is the result of a great effort, and what we have visualize is a future for the children, for youth, for a different social and cultural development. It is a visionary but healthy vision. I believe that none of the companions pretended to reach in any way to power. We are moved by the sense of conscience and personal conviction. We are related to the same ideology of having a different Nochixtlan for next generations and that these recent events do not left unpunished, because if we have amnesia today, tomorrow will happen again and much worst. The only thing that can disintegrate us now is the lack of support from the people, and now we go against the tide because there are many more enemies than friends, or people who ideologically commune with us. But hey, we're a bunch of crazy.

Q- What is known about these people internal and external elements that are sowing discord inside and outside the assemblies and what are you planning to do as a committee to deal with these strategies?

Sergio: This is a group of people who supports the elected fled president, someone who was disguised to be on the party (PCD) and in which was invested heavily, knowing that if he did nor win the elections they was going to miss the city [PCD just enroled a businessman, one of the Masters]. I think they are loosing memory. This party was going to disappear if they were not bet on this person, who really served to hide what they was doing, and he allow them to keep doing it. So that this shock group is still taking care of  those interests, and that's why everything is dirty and the situation is so difficult here in Nochixtlán.

About the unfair interventions at meetings, at the end, when the assembly was over, I think they were outside the law. These people who overwhelm with their own opinion and monopolizes the microphone with their speech of hatred and fear did not have the civil courage to do at the time they should. I think they are pure shock agents because they want to impose themselves and they felt hurt with some of the agreements that the people approved at the meeting when it stated "We do not want cops at the feast or any gala, nor the rulers." As they are shock agents they want their authority obey and they went to that, to break the agreements. However, they are a minority and it was evident in the assembly. I do not think we should be worried because when the People arrive [to decide], it determines and People is aware of the social struggle. We are more.

Suzana: The participation of these people is well known. It is a people that has ideologically PRI trends and people who in one way or another, shows their frustration at the union of the People. They have had children who they wanted to become presidents one day and have never figured out that the People would not accept, so this is people resent by fact that their relatives have been unable to come to Power.

This people is also consider to represents the economic powers, are traders, the largest economy in the village, and now they feel fear more than anything. First, it is people who do not participate in any popular events, as demonstrations, also did not suffer the aggressions to which Nochixtlan was subjected. They are happy to comment and participate from the bottom of its den, well hidden in there. They are not even aware of what is happening in the village, dedicated to watch television and to be guided by the media wich, as everybody knows, their news are "wash". It is fearful for losing their economical patrimony more than anything.

They are known in the village because they relate with people who are considered much more intellectual and therefore their interventiosn [in the assambly] are boring. They do not understand people because they use very big words, they want to impress, but this is not the way. I think people should speak, but supported by their attitudes and actions, and when that is not they are rejected, treat as crazy.

Q- What are the strategies the former authorities are using to recover the municipality?

Suzana: I think their strategy is mostly just draw attention in the fact that they control all the supporting programs [public services] and they based on it, people has to pay the services and everything else. They consider that this is their duty, keep on controling the town's economy, collect taxes on market day on Sunday, etc ... That's what's interesting to them.

We should also mention that the priest is also involved in the sense that is very supportive with the council. He argues that in those days he supported the teachers, the People, because he opened the doors of the church to get in the wounded when the town was closed and the doors never opened. I believe that the priest must have a sense of humanity, that is what is spected, and must serve the people in an ecclesiastical way, each and every one. But he psychologically manipulates his disciples with his support [the scaped officers] saying that his position is now also to support the unprotected, that according to him are the officers. In one way or another, he has a lot to do in the confrontation that divides citizens because he has not a neutral position, without any tendency to either side. Psychologically and very subliminally, he manipulates his people, which are very attached and very close to the habit of attend to the Mass and all this things.

Sergio: He incites powerfully to violence, manipulating the poor people and is getting into political land that does not belong to him. In the same Mass he talks about politics, in his sermons he says "Citizens in 'la calenda' we want the authority and the police appear because otherwise others will take advantage of the movement". For me, it is a delicate thing when father says "I am the highest authority!". When that happens to a head of the church, I think he lost his reason. So we accuse him clearly of what could happen in Nochixtlan, the confrontations, because he is not measuring the consequences of his actions and his words.

Now, with the former authorities, all political turn tangled because they want to reemerge as heroes, even the priest, when they really were not here when they were needed the most. Now, they want to be the authority when they have really never been, because I believe that an authority must fulfill with the human sense, the informal. They have failed as authority, and was demonstrated in these days that with or without them Nochixtlan is alive and marching.

Q- How is to live in Nochixtlan without the presence of police forces and what are the alternatives to its return in the municipality?

Suzana: It's something surreal, I repeat, how the situation seems to us: in the month and a half without police there was nothing, no robberies, nothing, and practically now that the police is back with their patrols and all the rest, I was said that yesterday in a ranch were stolen eighty heads of sheep transported in two vans. These kind of actions, one must think that are manufactured because going with trucks and get so many animals is done to create fear, psychosis, among the people. So I ask if you think that it is really odd that when we were emotionally, psychologically, more fearful and unprotected nothing happened and now that the cops start patrolling again the people is beginning to have such problems. It is set up for people to start to support this type of [policial] actions, because if you analyze before and after you can think that we are better with police, because of the fear arises.

Anyway, if you find a patrol, you will see that the police go on but with an attitude of fear, fear of the reaction of the citizens, so there is no assurance on what police should repressent.

Sergio: It's "insecurity" what is reflected in their faces. They painted some [patrolling] cars on white and began to look like civilians. Bad ideas, no transparency, only wanting to make up what can no longer be hidden. In one of our meetings one person came and told "I can be a policeman of the town". It's very interesting that we could have a community policing because if we keep an eye between citizens we will have better security than if people were bring from the outside, trained for this, bribed, corrupted, dirty, and that is what makes us more harm. I consider that we could return to a citizen police.

P- In a long term, what kind of utopia is aspiring you?

Sergio: Personally it's a dream that I have, I'd like Nochixtlan back to the Manners and Customs [as in Cheran Autonomy] because I think they have worked. In the villages, if someone deviates is corrected and changed, is healed, maybe they spend three years of sadness but them come more years of joy, but here we have many years of sadness and few of joy.

The policy run by these people has always work bad, priist [PRI supporters], without informing, without accounting, can not speak about the chieftainship, can not speak about a clean politics, it has being only a policy that just benefits their own families, their friends. They never call to consens a public bid on a resource, thay never informed the People that were going to do some work, they did no bring to the public that we really want. Always themselves, their families and that's why we do not agree. So now we need the participation of people, dialogue, assemblies, plebiscites, the referendum, taking into account every last citizen worth to change this town.

I would like the Manners and Customs to have popular governments and the most honest, more honourable, more proven people reaches govern Nochixtlan, because unfortunately since the money arrived and the parties arrived, they have destroy the essence of men. From them it has contaminated the development of communities and that is what I would like to me, that governments were citizens and people elect them for their integrity, not people made by marketing or television or the chiefdom as in this case.

Suzana: I agree with the aspirations of my partner that I would like resume the Uses and Customs would and that citizens were elected ​​according to their actions. I think it would be the best because it would be remediated so much vitiation that has emerged here with both parties and get rid of social, cultural, economic development, all kinds at Nochixtlan.

Actually, we live under a regime too limited and it is a very sad situation to limit the development by personal interests. If not by the government, is the "Communal Property," a group of people who own extense mass of land and that has get rich selling land and not sharing their resources and its stockshares to the public. Reportedly, Nochixtlan is 100% community but we as citizens have not access to the information and meetings they have.

Most Nochixtecans are not considered as commoners but these villagers are made up of families, people who come from the villages and can be psychologically handled very easily due to lack of knowledge more than anything. It is considered that Nochixtlan is now a place of guerrillas, I believe that the guerrillas are the political parties. These are the real guerrillas that have been polluting the majority. We are the few who perhaps ideologically have not been contaminated. So is.
